Try to use toyota injector cleaner, it cost 7 euro or something like that. Oil catch can wont do harm as well.

Would it be worth taking it to a tuner get it set up see if it's running too rich or something like that, I had same problem but passed in the end, heat wrapped the cat but that was my next plan!

http://www.cataclean.com/

This stuff definitely works. Brought my CO emissions on the mx5 from something silly like 3.75 down to 0.2. Cant remember the figures tbh but it made it pass after a miserable fail after 30 mins.

Post up what readings your getting; High/low rpm, c02 lambda etc. it could be a million things but its a lot easier to narrow down when ya have the readings.

Also where are your two cats located? They don't work at all unless they get vey hot so the second one may not be getting upto temp and could actually hurt your emissions

Universal cats aren't worth a fook. Pull them out and fit a full standerd system with standerd cats, make sure there's no leaks, pinholes.

And post up your readings or nobodys gonna be able to tell ya if it's worth going to a tuner

I assume you have an auto with 2 cats & 2 O2 sensors? Is your aftermarket set up an exact copy of the factory front pipe? I'd get the work double checked. The O2 sensors may not be wired up properly although that should bring up the engine check light.

I assume you've cleaned the MAF & throttle body as well?

What oil are you using? A low ash C3 rated oil may help reduce you emissions (Motul 8100 X-Clean 5W-30 C3 is one that springs to mind). Iridium plus will help as well. As other have said always get the exhaust nice & hot before getting it tested.
