is this a good ecu? will it come with all thats needed?

was working perfect when i sold it. i lost aboot 20bhp when i took it out. i sold it cause my car was only doing 15mpg but it actually wasnt the ecu, just the way i drive. not mappable in ireland needs a toms specialist.
