Maybe the aircon needs re-gassing or else the filter needs changing

The gas in the air-con is for producing cold air.

Is the car moving or stationary when there is no heat? Has he checked that the connectors are in properly on the back of the heater controls?

do you mean theres no air at all blowing out or is it just cold air all the time?? if you have cold air all the time then its most likely his heater rad inside the car is bust, the previous owner probably looped the pipes round so the water wasnt leaking all the time! a new rad is 400euro of toyota!! thats wots up wit my car anyway, i get used to the cold though
